Failure Is The Opportunity To Begin Again But More Intelligently This Time
Experience never makes mistakes however mistakes is the only thing which Brings Experience for a person.
Dream gives rise to hope, Hope inspires effort, Efforts result in success.. So, dreams r root of success.
Let all your dream Cum true. ;
In any task we hav to cross 3 stages-
1] Insult

3] Acceptance..

Losers stop at 2nd &
Winners cross d 3rd.. ”

Design it like d sky whr everyone aspires to reach.
Aim high! Reach high!
In d end, only 3 things matter d most,
how fully u lived
how deeply u loved
&
how well u learnt to let go of things not meant for u..

Love Two People In This World The Most:-
1) The One Who Has Given Birth To You.
2) The One Who Has Taken Birth Just For You..
Be satisfied with life. But,unsatisfied with The results you produce.
That's the best way to keep Growing and discover Your hidden potential...
A single word spoken at the time of anger is more poisonous,
which makes us forget the hundred lovable conversations within a life..
Life Thought
When nails are growing,
We cut our nails,
Not fingers
Similarly when EGO is rising,
We should cut EGO,
Not RELATIONS
Wen the mirror of life gets dirty wid the fog of reality,
just try wiping it wid ur faith,
u'll see clear reflection of ur dreams once again !
Trust' is a better compliment than 'LOVE' because u may not always trust d person u love bt u can always love d person u trust.!!!

Ashura Day (10th Muharram)
The Day of Great Signs of Allah’s
Ashura day is the 10th day or Muharram (the first month of the Islamic calendar). Since the beginning of this world, Ashura day has been a very important day. On this day great signs of Allah’s power and glory have appeared in the world. On this day many Prophets were born and they were instituted to the office of prophecy. On this day, Prophets, Saints and Sincere servants of Allah were blessed with miracles and spiritual powers.
On Ashura Day the following have taken place:
1. Repentance of Prophet Adam (Allah’s blessing be upon him) was accepted by Allah
2. The ship of Prophet Nuh (Noah) (Allah’s blessing be upon him) came to rest on a mountain called Al-Judi.
3. Prophet Ibrahim (Abraham) (Allah’s blessings be upon him) was born on this day.
4. He got the title Khalil-ullah (friend of Allah) on this day.
5. The fire in which Prophet Ibrahim (Allah’s blessings be upon him) was thrown by the king Namrud become cool and means of safety for Prophet Ibrahim, by the order of Allah.
6. Allah delivered Prophet Ayub (Job) (Allah’s blessings be upon him) from distress and he was restored to prosperity.
7. By the Grace of Allah, Prophet Yunas (Jonah) (Allah’s blessings be upon him), after being swallowed by a huge fish (whale) for forty days, was casted out on the shore.
8. Prophet Mussa (Moses) (Allah’s blessings be upon him) got victory over Pharaoh.
9. Prophet Suleman (Solomon) (Allah’s blessings be upon him) was made a king to rule over mankind, Jins, Animals and the air.
10. Prophet Idris (Enoch) (Allah’s blessings be upon him) and Prophet Issa (Jesus) (Allah’s blessings be upon him) were lifted up alive.
11. Imam Hussain (Allah be pleased with him), the grandson of our beloved Prophet, got martyred at Karbala in Iraq.
12. The day of resurrection and judgement will take place on this day (Ashura)
Fasting on Ashura Day
Fasting on Ashura day carries a great reward. It is better to fast for 2 days both 9th and 10th or 10th and 11th of Muharram. Our beloved Prophet Muhammad (Peace and blessing of Allah be upon him) has said that this is the most rewarding fast next to Ramadhan. Our beloved Prophet has also said that fasting on Ashura day will compensate for one year’s sin.
(Tirmidhi Sharif)
Hazrat Ibne Umar (Allah be pleased with him) has reported that our beloved Prophet Muhammad (Peace and blessings of Allah be upon him) said that fasting on Ashura day is equivalent to the reward of fasting for one year.
Muhammad S.A.W.W had no servants, yet they called Him Master. Had no degree, yet they called Him Teacher. Had no medicines, yet they called Him Healer. He had no army, yet kings feared Him. He won no military battles, yet His message conquers the world. He was buried in a grave, yet He lives in our
hearts today. I feel honored to serve such a Leader who loves us!

Abdullah ibn Dinar related from Abdullah ibn Umar
(ﺭﺿﻲ ﺍﻟﻠﻪ ﻋﻨﻪ ) that the Prophet (ﺻﻠﻰ ﺍﻟﻠﻪ ﻋﻠﻴﻪ ﻭﺳﻠﻢ ) said, “All of you are shepherds and each of you is
responsible for his flock. The Caliph is a shepherd
and he is responsible for those in his care. A man is

TRAI issues “The Telecom Commercial Communications Customer Preference (Tenth Amendment) Regulations, 2012 and Telecommunication Tariff (Fifty Fourth Amendment) Order, 2012”
The Telecom Regulatory Authority of India (TRAI) today released “The Telecom Commercial Communications Customer Preference (Tenth Amendment) Regulations, 2012” and Telecom
2. TRAI has taken a series of measures in the recent past for curbing the menace of UCC. It issued “The Telecom Commercial Communications Customer Preference Regulations, 2010” on 1st December 2010, which came into force from 27th September 2011. Subsequently, for addressing the operational issues and for tightening the regulatory framework, a number of amendments have been issued to the principal regulations besides issue of a number of directions. The Telecom Commercial Communications Customer Preference (Tenth Amendment) Regulations, 2012 has been issued to further tighten the regulatory framework, especially relating to commercial SMS from unregistered telemarketers.
3. Some of the provisions of these regulations are:-
• Presently service providers offer a large number of concessional SMS packs and tariff plans for bulk SMS users. These SMS packs and tariff plans are being misused by unregistered telemarketers to send promotional SMSs to consumers. To prevent unregistered telemarketers from misusing such SMS packs or tariff plans for sending bulk promotional SMSs, a price restraint has been placed on sending of more than one hundred SMS per day per SIM at a concessional rate. The subscriber is free to send SMSs beyond this number, however, all such SMSs sent beyond one hundred SMS per day per SIM shall be charged at a rate not lower than the rate prescribed by the Authority. The Authority through the Telecommunication Tariff (Fifty Fourth Amendment) Order, 2012has prescribed a tariff of minimum fifty paise for such SMSs beyond the limit of 100 SMS per day per SIM. The changes effected by the regulations and the order have to be implemented within fifteen days.
• To restrict unregistered telemarketers from sending bulk promotional SMSs using software applications, Access Providers have been mandated to put in place, within three months, a solution, which will ensure that no commercial SMSs are sent having same or similar characters or strings or variants from any source or number. The solution will ensure that not more than 200 SMSs with such similar ‘signature’ are sent in an hour. However, registered telemarketers, transactional message sending entities and telephone numbers exempted by the Authority are excluded from this provision. Normal consumers sending non-commercial SMSs will also not be affected by this measure.
• The lodging of a UCC complaint through SMS has been made easier. Now the complaint can be lodged through SMS by simply forwarding the UCC SMS to 1909 after appending the telephone number and date of receipt of the SMS. Access providers will also establish a web-based complaint registering system and a dedicated e-mail address to receive such complaints on UCC.
• For increasing consumer awareness and to caution against misuse, Access Providers have been mandated to send SMS to all customers on periodic basis, advising them not to send any commercial communications and informing them about the consequences of misuse.
• Whenever a new customer is enrolled for service, the Access Provider is required to take an undertaking from such customer in the Customer Acquisition Form that he shall not use the connection for telemarketing purpose and in case he uses the connection for telemarketing purposes such connection shall be liable to be disconnected.
5. The Telecom Commercial Communications Consumer Preference (Tenth Amendment) Regulations, 2012 and the Telecommunication Tariff (Fifty Fourth Amendment) Order, 2012”have been placed on TRAI’s website.

Wonder over the beginning and the end of your creation. You were born from a drop of dirty sperm. Thereafter you passed through many phases of your life until you have reached this position. Daily you expel urine and stool from your body. Also think of your condition after your death. The worms of the grave will consume your entire body. Can such a person still have pride? It is mentioned in a Hadith that a person who has a miniscule of pride will never enter Jannah. Takabbur means to regard yourself as great and to look down at others. The cure for this is to ponder over death before sleeping. Think that it is your last night in this world. Do you have any rights of people that are not fulfilled? Is there anyone who you have hurt in any way and have not yet asked them for forgiveness? Then imagine the malaaikah taking control of your life. They are about to snatch it away. Commence reciting the kalimah as though you are preparing for your last moments. (In this way you will be cured from pride).

A scientist proved we are more electrically charged now than ever before; due to the electromagnetic radiation from the things around us like: Mobiles, TV, AC, Microwaves etc & if we don't want this radiation to harm us, we should place our forehead on the floor more than once a day as the earth has the tendency to absorb radiation. It is also proven that its more effective when your forehead is placed on sand! We Muslims put (or should put) our heads down on earth more than 44 times daily in Salah. Subhaan'Allah! (Glory be to Allah) There is always wisdom behind Almighty Allah's commandments. 'Fabi-ayyi 'aalaaa-'i Rabbikumaa tukaddhibaan? "WHICH OF THE FAVOURS OF YOUR LORD WILL YOU DENY"? (Surah Rahman) If this inspired you, please pass it on to others.
Hazrat Abu Bakarah Nufai Ibn Haris (r.a.) relates:
The Holy Prophet of Allah (sallallaahu alaihi wa sallam) said:
'May I tell you what the major sins are? (He repeated this thrice).
We said:
'Certainly, O; Messenger of Allah.'
He said:
'Association of other with Allah:
disobedience of parents,'
(he had been resting on a pillow, then he sat up and continued)
'and telling lie and giving false testimony.'
He repeated this sentence so many times that we wished he should stop.

Khan Abdul Ghaffar Khan (1890 – 20 January 1988) (Pashto: خان عبدالغفار خان) was an Afghan Pashtun political and spiritual leader known for his non-violent opposition to British Rule in India. A lifelong pacifist, a devout Muslim,[1] and a close friend of Mohandas Gandhi, he was also known as Fakhri Afghan ("The Afghan pride"), Badshah Khan (also Bacha Khan, Pashto: lit., "King Khan") and Sarhaddi Gandhi (Urdu, Hindi lit., "Frontier Gandhi").
His family encouraged him to join the British Indian Army, but a British Raj officer's mistreatment of a countryman offended him. A family decision for him to study in England was put off after his mother's intervention.
Having witnessed the repeated failure of revolts against the British Raj, he decided social activism and reform would be more beneficial for Pashtuns. This ultimately led to the formation of the Khudai Khidmatgar movement (Servants of God). The movement's success triggered a harsh crackdown against him and his supporters and he was sent into exile. It was at this stage in the late 1920s that he formed an alliance with Gandhi and the Indian National Congress. This alliance was to last till the 1947 partition of India.
Ghaffar Khan strongly opposed the Muslim League's demand for the partition of India.[2][3] When the Indian National Congress accepted the partition plan, he told them "You have thrown us to the wolves."[4]
After partition, Ghaffar Khan was frequently arrested by the Pakistani government in part because of his association with India and his opposition to authoritarian moves by the government. He spent much of the 1960s and 1970s either in jail or in exile.
In 1985 he was nominated for the Nobel peace prize. In 1987 he became the first person without Indian citizenship to be awarded the Bharat Ratna, India's highest civilian award. Upon his death in 1988, following his wishes, he was buried in Jalalabad. Despite the heavy fighting at the time, both sides in the Afghan war declared a ceasefire to allow his burial.

Love him or hate him , he sure hits the nail on the head with this!
Bill Gates recently gave a speech at a High School about
Eleven (11) things they did not and will not learn in school.
He talks about how feel-good, politically correct teachings
Created a generation of kids with no concept of reality and
How this concept set them up for fail
Rule 1 : Life is not fair - get used to it!
Rule 2 : The world doesn't care about your self-esteem.
The world will expect you to accomplish something
BEFORE you feel good about yourself.
Rule 3 : You will NOT make $60,000 a year right out of high school.
You won't be a vice-president with a car phone until you earn both.
Rule 4 : If you think your teacher is tough, wait till you get a boss
Rule 5 : Flipping burgers is not beneath your dignity.
Your Grandparents had a different word for burger flipping:
They called it opportunity.
Rule 6 : If you mess up, it's not your parents' fault,
So don't whine about your mistakes, learn from them.
Rule 7 : Before you were born, your parents weren't as boring
As they are now. They got that way from paying your bills,
Cleaning your clothes and listening to you
Talk about how cool you thought you were:
So before you save the rain forest
From the parasites of your parent's generation,
Try delousing the closet in your own room..
Rule 8 : Your school may have done away with winners and losers,
But life HAS NOT. In some schools, they have abolished failing grades
And they'll give you as MANY TIMES as you want to get the right answer.
*This doesn't bear the slightest resemblance to ANYTHING in real life.
Rule 9 : Life is not divided into semesters.
You don't get summers off and very few employers
Are interested in helping you FIND YOURSELF.
*Do that on your own time.
Rule 10 : Television is NOT real life.
In real life people actually have to leave the coffee shop and go to jobs.
Rule 11 : Be nice to nerds.
Chances are you'll end up working for one..
If you can read this... Thank a Teacher.
If you can read this in English... Thank a Soldier!
And for life and everything else you have... Thank God!!
Now.... Think about this and smile if you agree and please pass this on...
If you don't agree, go stick your head in the sand and take a deep breath!

A little girl went to her bedroom and
pulled a glass jelly jar from its hiding place
in the closet.
She poured the change out on the floor
and counted it carefully. Three
times, even.. The total had to be exactly
Carefully placing the coins back in the
jar and twisting on the cap, she
slipped out the back door and
made her way 6 blocks to Rexall's Drug
Store with the big red Indian Chief sign
above the door.
She waited patiently for the pharmacist
to give her some attention, but he was
too busy at this moment.
Tess twisted her feet to make a
scuffing noise. Nothing. She cleared her
throat with the most disgusting sound
she could muster. No good. Finally she took
a quarter from her jar and banged it on
the glass counter. That did it!
'And what do you want?' the
pharmacist asked in an annoyed tone
of voice.. I'm talking to my brother
from Chicago whom I haven't seen in
ages,' he said without waiting for a
reply to his question..
'Well, I want to talk to you
about my brother,' Tess answered
back in the same annoyed tone.
'He's really, really sick....and I want
to buy a miracle.'
'I beg your pardon?' said the pharmacist.
'His name is Andrew and he has
something bad growing inside his
head and my Daddy says only a miracle
can save him now. So how much does
a miracle cost?'
'We don't sell miracles here, little girl.
I'm sorry but I can't help you,' the
pharmacist said, softening a little.
'Listen, I have the money to pay for it.
If it isn't enough, I will get the rest.
Just tell me how much it costs.'
The pharmacist's brother was a
well dressed man. He stooped down
and asked the little girl, 'What kind of a
miracle does your brother need?'
'I don't know, 'Tess replied with her
eyes welling up I just know he's really
sick and Mommy says he needs an
operation. But my Daddy can't pay for
it, so I want to use my money..'
'How much do you have?' asked the
man from Chicago .
'One dollar and eleven cents,'Tess
answered barely audible.
'And it's all the money I have, but I
can get some more if I need to.'
'Well, what a coincidence,' smiled the
man. 'A dollar and eleven cents-the
exact price of a miracle for little brothers.'
He took her money in one hand and with
the other hand he grasped her mitten
and said 'Take me to where you live.
I want to see your brother and meet
your parents. Let's see if I have the
miracle you need.'
That well-dressed man was Dr. Carlton Armstrong, a surgeon, specializing in
neuro-surgery.
The operation was completed free of
charge and it wasn't long until Andrew
was home again and doing well.
Mom and Dad were happily talking about
he chain of events that had led them to
this place.
'That surgery,' her Mom whispered. 'was
a real miracle. I wonder how much it would have cost?'
Tess smiled. She knew exactly how
much a miracle cost.....one dollar and
eleven cents...plus the faith of a little child.
In our lives, we never know how many
miracles we will need.. A miracle is not
the suspension of natural law, but
the operation of a higher law.
I know you'll keep the ball moving!
Here it goes. Throw it back to
someone who means something to
you!
A ball is a circle, no beginning, no
end. It keeps us together like our
Circle of Friends. But the treasure
inside for you to see is the treasure
of friendship you've granted to me.
Today I pass the friendship ball to you.
Pass it on to someone who is a friend
to you.
MY OATH TO YOU...
When you are sad.....I will dry your tears.
When you are scared.......I will
comfort your fears.
When you are worried......I will give you hope.
When you are confused.....I
will help you cope.
And when you are lost...and
can't see the light, I shall be your
beacon...shining ever so bright.
This is my oath.....I pledge till the end.
Why you may ask?....Because you're my
friend.

"The proposal to
increase work days under Mahatama Gandhi National Rural Employment Guarantee (MNREGA) scheme, will come up for discussion
"Treating this year as a special case in view of drought declared in the four states, the inter-ministerial group would consider this proposal to provide relief to the rural population especially the farm workers," he added.
MNREGA assures 100 days of work every year to each household in rural areas. Generally, people avail of the benefit under the scheme during the off-season of agriculture.
The government has provided Rs. 33,000 crore to implement the scheme this fiscal, as against Rs. 31,000 crore in 2011-12.
The EGoM on drought, headed by agriculture minister Sharad Pawar, would also discuss other proposals such as a special package for protective irrigation to save orchard crops, the source said.
Monsoon deficit is 12% so far and four-states -- Karnataka, Maharashtra, Gujarat and Rajasthan -- have declared drought in more than 390 taluks.
In the last EGoM, the government had announced mitigation measures such as diesel subsidy, enhanced ceiling on subsidies on seeds and channelised funds under various schemes to boost drinking water and fodder supply for livestock.
The four states have sought relief funds to mitigate the impact of drought and the central teams have been constituted to visit these states to assess the situation, Pawar had informed Parliament last week.
Poor monsoon has affected sowing of kharif (summer) crops with total area lagging behind at 95.43 million hectare so far from 101.5 million hectare in the year-ago period.

I. Enhancing opportunities for education
Educational backwardness is one of the primary reasons for continued poverty and deprivation of any community. Consequently, enhancement of opportunities for education is a necessary intervention to address the problem of backwardness of any community.
(1) Equitable availability of ICDS services
The Integrated Child Development Services (ICDS) Scheme is aimed at holistic development of children and pregnant/lactating mothers from disadvantaged sections, by providing services through Anganwadi Centres such as supplementary nutrition, immunisation, health check up referral services, pre-school and non-formal education. A certain percentage of the ICDS projects and Anganwadi Centres will be located in blocks/villages with substantial population of minority communities to ensure that the benefits of this scheme are equitably available to such communities also.
(2) Improving access to school education
The surest way of enabling access to schools for children of a particular community is to locate schools in localities/villages predominantly inhabited by that community. New elementary schools are opened in various localities/villages all over the country under the Sarva Shiksha Abhiyan, the Kasturba Gandhi Balika Vidyalaya Scheme, and other similar Government schemes. It will be ensured that a certain percentage of all such schools are located in localities/villages having substantial population of minority communities.
(3) Greater resources for teaching Urdu
Urdu is the mother tongue of a large number of people, but there is inadequate provision for teaching of this language. Central assistance will be provided for recruitment and posting of Urdu language teachers in primary and upper primary schools that serve a population in which at least one-fourth belong to that language group.
(4) Modernising Madrasa Education
The Central Plan Scheme of Area Intensive and Madrasa Modernisation Programme provides basic educational infrastructure in areas of concentration of educationally backward minorities and resources for the modernisation of Madrasa education. Keeping in view the importance of addressing this need, this programme will be substantially strengthened and more effectively implemented.
(5) Scholarships for meritorious students from minority communities
It is crucial that poverty does not come in the way of continuation of studies of meritorious students from minority communities. Therefore, a Scheme for Pre-Matriculation and Post- Matriculation Scholarships for students from minority communities will be formulated and implemented.
(6) Improving educational infrastructure through the Maulana Azad Education Foundation
The Maulana Azad Education Foundation has been set up to promote education amongst the educationally backward minorities. It provides grants to establish or expand schools, purchase lab equipments and furniture, construct hostel buildings, or strengthen vocational technical training facilities. Government shall provide all possible assistance to the Foundation, to strengthen and enable it to expand its activities more effectively.
II. Equitable share in economic activities and employment
No nation can develop fully till all communities and groups constituting it have an equitable share in economic opportunities and employment. Proactive measures become necessary when one or more communities lag behind and become increasingly marginalized. In such circumstances, focusing Government programmes towards these communities, with earmarking of targets, becomes necessary.
(7) Self-Employment and Wage Employment for the poor
(a) The Swarnajayanti Gram Swarozgar Yojana (SGSY) is the primary self-employment programme for rural areas, with the objective of bringing assisted poor families above the poverty line by providing them income generating assets through a mix of bank credit and governmental subsidy. The benefit of this programme should be adequately available to the minority communities also. Accordingly, a certain percentage of the physical and financial targets under the SGSY will be earmarked for beneficiaries belonging to the minority communities living below the poverty line in rural areas.
(b) The equivalent self-employment programme for the urban areas is the Swarnajayanati Shahari Rozgar Yojana (SSRY). It consists of two major components namely, the Urban Self-Employment Programme (USEP) and the Urban Wage Employment Programme (UWEP). A certain percentage of the physical and financial targets under USEP and UWEP will be earmarked to benefit people below the poverty line from the minority communities.
(c) The Sampoorna Grameen Rozgar Yojana (SGRY) is aimed at providing additional wage employment in rural areas, alongside creation of durable community, social and economic infrastructure. A certain percentage of the allocation under SGRY will be earmarked for beneficiaries belonging to the minority communities living below the poverty line. Simultaneously, a certain percentage of the allocation will be earmarked for the creation of infrastructure in such villages which have a substantial population of minorities.
(8) Upgradation of skills through technical training
A very large proportion of the population of minority communities is engaged in low-level technical work or earn their living as handicraftsmen. Provision of technical training to such people would upgrade their skills and earning capability. Therefore, a certain proportion of all new ITIs will be located in areas predominantly inhabited by minority communities and a proportion of existing ITIs to be upgraded to "Centres of Excellence" will be selected on the same basis.
(9) Enhanced credit support for economic activities
(a) The National Minorities Development and Finance Corporation (NMDFC) was set up with the objective of promoting economic development activities among the minority communities. The Corporation has been functioning since 1994. The Government is committed to strengthening the NMDFC by providing it greater equity support to enable it to fully achieve its objectives.
(b) Bank credit is essential for creation and sustenance of self-employment initiatives. A target of 40% of net bank credit for priority sector lending has been fixed for domestic banks. The priority sector includes, inter alia, agricultural loans, loans to small scale industries and small businesses, loans to retail traders, professionals and self-employed persons, educational loans, housing loans and micro-credit. It will be ensured that an appropriate percentage of the priority sector lending in all categories is targeted for the minority communities.
(10) Recruitment to State and Central Services
(a) In the recruitment of police personnel, State Governments will be advised to give special consideration to minorities. For this purpose, the composition of Selection Committees should be representative.
(b) The Central Government will take similar action in the recruitment of personnel to the Central Police Forces.
(c) Large scale employment opportunities are provided by the Railways, Nationalized Banks and Public Sector Enterprises. In these cases as well, the Ministries/Departments concerned will ensure that special consideration is given to recruitment from minority communities.
(d) The Government implements a number of schemes for pre-examination coaching of candidates belonging to weaker sections of society, including poor students from minority communities. An exclusive scheme will be launched for candidates belonging to minority communities to provide coaching in Government institutions as well as in reputed private coaching institutes which have a track record of showing good results in competitive examinations. Government will provide funds to pay the fees on behalf of meritorious candidates from minority communities who enroll in these selected private institutes.
III. Improving the conditions of living of minorities
A very large number of people belonging to minority communities live in slums in urban areas, often ignored by the local government agencies. In rural areas, they are often amongst the poorest of the poor, not able to afford a proper house to live in.
(11) Equitable share in rural housing scheme
The Indira Awaas Yojana (IAY) provides financial assistance for shelter to the rural poor living below the poverty line. A certain percentage of the physical and financial targets under JAY will be earmarked for rural poor beneficiaries from minority communities.
(12) Improvement in condition of slums inhabited by minority communities
Under the National Slum Development Programme (NSDP), the Central Government provides assistance to States/UTs for development of urban slums through provision of physical amenities like water supply, storm water drains, widening and paving of existing lanes, sewers, community latrines, streetlights etc. The funds under NSDP can also be used for provision of community infrastructure and social amenities like pre-school education, adult education, maternal and child health etc. A certain percentage of the physical and financial targets under this programme will be earmarked for slums predominantly inhabited by the minority communities.
IV. Prevention and control of communal riots
Prevention and control of communal riots is a basic duty of the State. However, in the past decades, minority communities have suffered loss of lives and property on account of communal violence. The welfare of minority communities is inextricably linked with the effectiveness of measures adopted to address this issue.
(13) Prevention of communal incidents
In the areas which have been identified as communally sensitive and riot prone, District and Police Officials of the highest known efficiency, impartiality and secular record must be posted. In such areas, and even elsewhere, the prevention of communal tension should be one of the primary duties of the DM and the SP. Their performance in this regard should be an important factor in determining their promotion prospects.
(14) Prosecution for communal offences
Severe action should be taken against all those who incite communal tensions or take part in violence. Special court or courts specifically earmarked to try communal offences should be set up so that offenders are brought to book speedily.
(15) Rehabilitation of victims of communal riots
Victims of communal riots should be given immediate relief and provided prompt and adequate financial assistance for their rehabilitation.
